Policymakers face a difficult paradox. When we scrub sulfur dioxide and particulate matter from industrial smokestacks to save lives in cities, we remove aerosols that reflect sunlight. This loss strips away a temporary, artificial cooling shield, potentially accelerating warming. Dealing with this requires a shift in strategy rather than a choice between the two.
First, governments must prioritize aggressive carbon mitigation. If we clean the air without cutting greenhouse gases, the temperature spike will be sharper. The goal is to replace cooling aerosols with genuine systemic cooling through rapid decarbonization. We cannot rely on pollution to keep the planet cool.
Second, urban planning needs to account for these shifts. Heat mitigation tools like white roofs, expanded tree canopies, and green corridors can offset the localized temperature rises that occur when air becomes cleaner. This approach protects vulnerable populations from heatwaves while still improving respiratory health.
Finally, policy must be granular. Targeting specific pollutants like black carbon provides a dual win; these particles heat the atmosphere directly and harm lungs. By focusing on these high-impact aerosols first, we can achieve rapid health gains while minimizing the accidental warming effect.
