The False Economy of Marginal Costs
In the high-stakes boardroom debates regarding the transition to net zero, the argument usually follows a predictable pattern. On one side, environmentalists demand rapid decarbonization to prevent climate tipping points. On the other, fiscal pragmatists point to the intermittency of wind and solar, warning that the costs of storage and grid upgrades will make electricity unaffordable for the average person. This creates a binary: we can have clean energy, or we can have cheap energy. But this choice is a mathematical trap. When we focus solely on the marginal cost per kilowatt-hour (kWh), we ignore the systemic costs that hide within the ledger of fossil fuel reliance.
To say that cheap power matters more than clean power is to suggest that economic survival can be decoupled from ecological stability. For a factory in Vietnam or a hospital in Ethiopia, the immediate cost of electricity is the difference between growth and stagnation. If a transition to renewables causes a spike in utility bills, the local population may be forced to revert to biomass or coal, effectively undoing the global carbon budget. However, looking only at the price on the bill is a form of accounting myopia. It fails to account for the "externalities"—the hidden costs of air pollution, respiratory disease, and the massive infrastructure damage caused by a warming planet. If power is cheap today because it ignores tomorrow's wreckage, it isn't actually cheap; it is just a debt being shifted onto the most vulnerable.
Energy Justice and the Capabilities Approach
To understand why this debate is so vitriolic, we must move beyond mere economics and look at human capabilities. The economist Amartya Sen argued that development should be measured by the actual freedoms and abilities people have to lead the lives they value. Energy is a foundational capability. It provides light for education, refrigeration for medicine, and power for the digital tools required in a modern economy. When we frame the energy transition as a conflict between cost and carbon, we risk treating energy as a mere commodity rather than a fundamental requirement for human agency.
Energy justice requires us to ask who pays for the transition. If the Global North demands that the Global South skip the era of cheap fossil fuels to save the atmosphere, it is asking those nations to shoulder the brunt of a crisis they did not create. If clean energy is priced as a luxury good, then net zero becomes a project of the elite. A transition that prioritizes low-cost fossil fuels because they are easy to integrate into existing grids might seem practical, but it locks developing nations into a cycle of
