The ethical ambiguity lies in the definition of an "attack." Under many interpretations of IHL, an attack must involve an act of violence against an adversary. As drone technology becomes smaller, cheaper, and more autonomous, the ability to conduct persistent, low-level surveillance will only increase. The lessons learned in Gaza City may serve as a blueprint for urban warfare globally. If the psychological toll of being watched is accepted as a standard byproduct of modern conflict, the concept of civilian protection must be fundamentally redefined. We are entering an era where the battlefield is not a specific location, but the mental space of every person living within the sensor range of a micro-UAV. The hum of the drone is the sound of the future of warfare: quiet, constant, and inescapable.
