When Japanese Prime Minister Sanae Takaichi described Putin's visit to the island of Iturup as "absolutely unacceptable," she was speaking from a position shaped by decades of historical claims. For Japan, these islands, known as the Northern Territories, are an integral part of their sovereign land under international law and historical precedent. For Russia, the administration of these islands is a settled matter of post-war reality.

The Impact of World War II

To understand the current state of relations, one must look back to the conclusion of the Second World War. The territorial dispute is rooted in the aftermath of the war, when the Soviet Union took control of the island chain. This shift in control created a fundamental divide in how both nations view the legitimacy of the borders in the North Pacific. While other nations have moved toward reconciliation, the Kuril Islands dispute acts as a barrier that prevents normalized relations. Recent events, such as the Russian Ministry of Foreign Affairs summoning the Japanese ambassador in response to Takaichi's comments, show that these historical grievances continue to fuel modern diplomatic friction. Each visit by a leader to the islands is viewed through a lens of historical violation by one side and sovereign right by the other.

Competing Perspectives on Sovereignty

While the Japanese government maintains that the islands are part of their territory, the Russian position is built on the premise of post-war settlements. This creates a situation where every political move is interpreted through the framework of historical rights. Takaichi's assertion that Putin's visit could hinder future diplomatic relations highlights how much the past influences the present. As long as the historical claims from the 1940s remain unaddressed, the diplomatic environment between Japan and Russia will likely remain tense. The dispute is not just about land or resources, but about the interpretation of history and the legacy of a global conflict that ended nearly eighty years ago.
