Recently, a central debate has emerged concerning whether US and Israeli military actions have truly dismantled Iran's ballistic missile capability. On one side, official statements from the White House have suggested that these capabilities are "functionally destroyed." This terminology implies that even if physical units remain, the system as a whole is no longer a viable threat. On the other side, military analysts and recent events suggest that the reality is far more complex than a binary choice between complete destruction and total functionality. To understand the truth, one must move away from simply counting lost missile units and instead look at the systemic health of a military program.

Material Loss versus Functional Degradation

When military officials claim a capability has been destroyed, they often focus on material loss, which refers to the actual number of missiles, launch vehicles, and radar stations physically hit by munitions. However, a more accurate metric for assessing a nation's military strength is functional degradation. This concept examines how much a strike reduces the adversary's ability to conduct coordinated operations or maintain consistent readiness. While a targeted strike may successfully incinerate a warehouse of missiles, it does not necessarily eliminate the underlying scientific knowledge or the industrial capacity required to build more. Therefore, the distinction between a temporary setback in inventory and a permanent loss of technological competence is essential for a serious investigation into the efficacy of these military campaigns.

The Asymmetric Survivalist Doctrine

To understand why traditional strikes may not yield the decisive results claimed by Western officials, one must examine Iran's "asymmetric survivalist" doctrine. Unlike large militaries that rely on centralized, massive installations, Iran has focused on modularity and clandestine production. This strategic choice involves spreading out components of missile programs across hundreds of small, underground, or decentralized facilities. By doing so, the Iranian military seeks to ensure that no single strike can dismantle their entire infrastructure. This method of survivalism makes the military program highly resilient to air superiority and precision strikes, as the replacement capacity is integrated into the national industrial fabric rather than being stored in large, vulnerable depots.

Disrupting the Supply Chain and Replacement Capacity

The most significant and lasting damage to any ballistic missile program likely comes from the disruption of its supply chain rather than the destruction of individual missiles. A missile is more than just an explosive warhead; it is a collection of high-tech sensors, precision electronics, propulsion components, and advanced materials like carbon fiber. If a military campaign can successfully target the procurement networks or the specialized factories that produce these critical sub-assemblies, the impact is far greater than a tactical strike on a mobile launcher. When the ability to replace specialized components is crippled, the missile arsenal undergoes a gradual but fatal erosion of its growth trajectory, regardless of how many missiles are currently in stock.

Skepticism of Quantitative Estimates

Much of the discourse surrounding this topic involves massive figures regarding the size of the Iranian arsenal. For example, some intelligence estimates have suggested that Iran was on a trajectory to expand its arsenal to between 8,000 and 10,000 ballistic missiles within a few years. However, these numbers must be treated with caution. While they provide a sense of scale, they are often projections rather than confirmed inventories. When evaluating the success of a military action, relying solely on these unverified totals can lead to flawed conclusions. A decline in projected growth does not automatically equate to a total loss of capability, especially if the target of a strike is an aging stockpile rather than the production line itself.

Discrepancy Between Official Claims and Regional Reality

There exists a visible gap between the White House claims of functional destruction and the ongoing reality of missile activity in the Middle East. Reports from regional neighbors have shown continued missile and drone activity, including incidents in Qatar and landings near Abu Dhabi. These events suggest that even if a strike successfully reduces the immediate volume of missiles available for a single massive barrage, the underlying ability to conduct regional strikes remains active. This discrepancy raises critical questions about whether current military strategies are achieving long-term deterrence or are merely causing temporary tactical setbacks in a massive, systemic technological program.

Long-term Deterrence and Systemic Proliferation

Ultimately, the goal of military strikes is often to achieve deterrence, which is the ability to prevent an opponent from acting due to the fear of consequences. If the strikes against Iran result in a cycle of temporary destruction followed by rapid reconstruction, then long-term deterrence has not been achieved. Instead, the military efforts might be driving the proliferation of more advanced, more mobile, and more difficult-to-track technologies. The true measure of whether the US and its allies are winning this conflict is not found in the smoke of a recent missile strike, but in whether the strategic capacity of the adversary is being fundamentally diminished over time.
